Analyzing the scope of the verses of the rulings from the perspective of jurisprudence and law

God Almighty has not omitted to state the ruling on anything, but by calling the miracle of the Quran eternal, He has stated the ruling on everything and every subject in the Quran through its verses. Undoubtedly, one of the aspects of the miracle of the Holy Quran is its comprehensiveness in stating rulings, and God’s wisdom also requires such a thing. Now, the basic question is whether all verses of the Quran contain the statement of a ruling from the religious rulings or a part of them, and what is the criterion and standard for determining this? In this regard, the great scholars have presented various opinions, most of which do not seem very close to the truth because they are unsubstantiated claims, and also the existence of differences of opinion in these opinions further adds to their weakness. What is clear is that the ruling on every matter, issue, and problem is stated in the Holy Quran, and in this case, the narrational, narrative, and rational evidence have a clear implication, of course, in a general and general way. What seems to be the implication of some verses of the Holy Quran on clear religious rulings, while the implication of others and the method of deducing this matter depends on careful observation and insight.
